On 3 June 2022, the adaptation period foreseen to align with EU Commission Regulation 2020/1683 on the use of hair and eyelash dyes will expire.
This regulation amends Annexes II and III of Regulation (EC) No. 1223/2009 and establishes a ban on the use of three substances contained in hair and eyelash dyes: 1,2,4-trihydroxybenzene, 2-[(4-amino-2-nitrophenyl)-amino]benzoic acid and 4-amino-3-hydroxytoluene.
In addition, the regulation limits the maximum concentrations in hair dyes of six further substances: Dimethylbpiperazinium Aminoopyrazolopyridine HCI, Methylimidazoliopropyl pphenylendiamine HCI, HC Orange No. 6, Acid Orange 7, Blue Tetrabromophenol and Indigofera tinctoria.
Finally, the regulation states that certain substances must not be used to dye eyelashes and that the product containing them must be exclusively for professional use.
